Is being close to the water a good thing? I mean, if you’ve got a boat slip/dock, or if there’s recreational access, sure. But otherwise water around seawalls is just little eddies full of cigarette butts and pieces of old fishing nets. This is universally true.
The power lines in the view should knock the price down 20%. Ideally.

The market price does not always reflect the appraised value for tax purposes, especially for multifamily properties like this one, but it would certainly be a significant expense.

$3000/year might still have been below market . It sounds like a lot, but when you consider the damage done by a 100-year flood, it could easily exceed $300k on a lot of houses (no idea about yours).
In any event, FHIP has been paying out far more than it has been taking in. Pretty much every source believes its rates are wrong, but Congress doesn’t want angry constituents who suddenly have to pay a lot more. It does also overcharge lower risk properties to help cover the cost of higher risk properties (which may be happening to you), and obviously that is counterproductive as well. Proper pricing of that risk would lead to smarter decisions as to where to live. Ideally you wouldn’t have the government doing this at all, you’d just mandate that people have flood insurance (at least in 100 year flood area), have penalties (high enough to make sure people bought insurance), and let the market sort it out. Of course that’s basically the insurance model Obamacare operates under, and you can see how the Rs reacted to that.
